Fiscal Detail and Notes
The increase in General Fund revenue from adding 3 new positions at Maine Revenue Services is estimated to be $1,423,500 in fiscal year 2008-09.  This bill also includes General Fund appropriations totaling $243,042 in fiscal year 2008-09 for Maine Revenue Services.  Other Special Revenue Funds revenue is increased for Municipal Revenue Sharing by $76,500.
The bill includes a Highway Fund allocation of $2,208,596 in fiscal year 2008-09 to the Secretary of State for additional staff, computer programming, computer development and other costs required to implement the enhanced security measures for issuing driver's licenses.  The noncommercial driver's license fee will increase by $6 and the increase will be deposited into an Other Special Revenue Funds account within the Secretary of State to offset the costs of the legislation.   This increase will result in additional Other Special Revenue Funds revenue of $1,317,510 in fiscal year 2008-09.
If it is the intent of the legislation for the revenue generated under Sections 2, 10 and 11 to offset the costs to the Highway Fund, then transfer language should be added.
