Fiscal Detail and Notes
This bill changes the annual inspection requirement for new motor vehicles which have had an inspection.  These vehicles are not required to have another inspection until two years from the last day of the month in which they were initially registered.  It is assumed that all vehicles inspected in fiscal year 2007-08 would need to be inspected in fiscal year 2008-09 since these vehicles would have one-year stickers.  Based upon this assumption, there will be no fiscal impact in fiscal year 2008-09.  The impact in fiscal year 2009-10 assumes new motor vehicles inspected in 2009 would not need to be inspected.  The allocation of $24,500 in both fiscal years is the cost of redesigning the inspection stickers.  The loss of revenue for fiscal year 2010-11 assumes new motor vehicles inspected in 2010 would not need to be inspected, and is slightly lower than the previous year from lower projected vehicles sales.  This bill will also lower fine revenue to the General Fund by $117,677 in fiscal year 2009-10 and $112,438 in fiscal year 2010-11 due to the reduced number of traffic infractions issued for inspection violations.
