Fiscal Detail and Notes
This bill changes the annual inspection requirement for motor vehicles, except commercial vehicles, trailers and semitrailers, to a biennial inspection requirement.  It is assumed that all vehicles inspected in fiscal year 2007-08 would need to be inspected in fiscal year 2008-09 since these vehicles would have one-year stickers.  Based upon this assumption, there will be no fiscal impact in fiscal year 2008-09.  The impact in fiscal year 2009-10 assumes vehicles inspected in fiscal year 2008-09 would be given two-year stickers, and that only new vehicles would be inspected in fiscal year 2009-10.  The loss of revenue for fiscal year 2010-11 is based upon new vehicles purchased and first inspected during fiscal year 2009-10 not inspected in fiscal year 2010-11.  This bill will also result in a loss of fine revenue to the General Fund of $1,150,000 in fiscal year 2009-10 and $55,545 in fiscal year 2010-11 due to the reduced number of traffic infractions issued for inspection violations.
