Fiscal Detail and Notes
This amendment retains the repeal of the Saving Offset Payment but eliminates the 1% increase in the hospital assessment and a 1% health insurance carriers assessment.
The amendment does not require a transfer from Dirigo to the MaineCare program and the increased MaineCare allocations because the elimination of the increase in the hospital assessment would not produce the increase in MaineCare cost. 
The amendment does not include the checkoff provision and therefore does not require an Other Special Revenue Funds allocation of $16,154 in fiscal year 2008-09 for Maine Revenue Services' administrative costs associated with the Dirigo Health Enterprise Fund income tax check off.
