This legislation will require the State Compensation Commission to establish the rate of compensation for legislators and representatives of the Indian tribes, including but not limited to: all payments for salaries, meals, housing, travel, mileage and other expenses and allowances; additional service as President of the Senate, Speaker of the House or as a member of leadership; and for constituent services.  Setting the salary level for legislators at $15,750 in the first year and $11,250 in the second year of each biennium will require an additional General Fund appropriation to the Legislature of $518,023 in fiscal year 2008-09.  The subsequent years require less additional money because the baseline already assumes a COLA increase in each year, making the incremental difference less.  If other legislative compensation is also increased, an additional General Fund appropriation in the All Other line category will be required in an amount that cannot be determined until the State Compensation Commission establishes rates of compensation.
