Fiscal Detail and Notes
Requiring an initial and annual tests of the communications system of certain new and existing buildings will increase the cost of school construction projects for new construction and school renovation projects by approximately $1,000 to $3,000 per project.  Additional costs may be incurred if the communications system of a building or structure fails the required test and requires further alterations.  The total impact on school construction projects can not be determined at this time.
Establishing minimum requirements for radio and cellular telephone communications capabilities that apply to the construction and renovation of certain buildings in state government will result in additional costs to the Department of Administrative and Financial Services to retrofit these buildings at a cost of $30,000 per building.  The Department of Administrative and Financial Services has 25 buildings which would be affected by this legislation.  There are another 75 public or quasi public buildings insured by the Risk Management Division.  The potential  fiscal impact of this legislation could be approximately $3 million dollars.
