The Bureau of Unemployment Compensation within the Department of Labor may require one-time General Fund appropriations in fiscal year 2007-08 to conduct the required study and submit the required report.  The Bureau estimates the cost to study the laws, policies and programs relating to the establishment of a wage loss insurance system to be approximately $153,200. Since all positions within the Bureau are funded with federal unemployment insurance grants funds, alternative funding sources will be required in order for existing personnel to conduct the study.  It is unclear whether sufficient outside contributions will be found to completely fund the cost of the study, or whether a General Fund appropriation will be required.
