Legislative Study
This legislation creates an ongoing advisory board with two legislators as members.  The cost of the per diem and expenses of the legislative members of the "We Support Our Troops Advisory Board" are projected  to be $840 annually beginning in fiscal year 2007-08.  The Legislature's proposed budget includes 30,000 in fiscal year 2007-08 and $20,000 in fiscal year 2008-09 for legislative studies.  Whether the amounts are sufficient to fund all studies will depend on the number of studies authorized by the Legislative Council and the Legislature.
Fiscal Detail and Notes
The authorization of a "We Support Our Troops" registration plate will require a one-time Highway Fund allocation of $14,201 in fiscal year 2007-08 and a one-time Other Special Revenue Funds allocation of $40,000 in the same fiscal year to the Secretary of State for the costs of manufacturing the plates.  The new plate will also result in increased dedicated revenue by an estimated $30,000 and $18,500 in fiscal years 2007-08 and 2008-09, respectively, for the Specialty License Plate Fund within the Department of the Secretary of State and by $30,000 and $32,000 in fiscal years 2007-08 and 2008-09, respectively, for the newly established Maine National Guard Foundation Fund within the Department of Defense, Veterans and Emergency Management.
