Limiting the amount of the savings offset payment (SOP) to 75% of the aggregate measurable cost savings as determined by the Board of Directors of Dirigo Health may result in a reduction in revenue available to the Dirigo Health program. Based on the $34.3 million savings offset payment approved for assessment beginning July 1, 2007, the reduction in  revenue could be $8.6 million.  The fiscal note also assumes the additional cost of adopting rules as required in the bill can be absorbed by the Dirigo Health program utilizing existing budget resources.
