Fiscal Detail and Notes
This bill establishes the Marine Training and Education Grant Program to provide funding for grants to eligible marine training and education programs and requires the Maine Maritime Academy to establish and administer the program.  Because this bill does not provide for the Academy to utilize a portion of the dedicated funds in the Marine Training and Education Program Fund to adminster the program, this bill includes ongoing General Fund appropriations of $75,000 per year beginning in fiscal year 2008-09 to the Maine Maritime Academy for the cost of implementing and adminstering the program.
This bill also establishes the Marine Training and Education Program Fund as a dedicated, nonlapsing fund within the Maine Maritime Academy and includes an Other Special Revenue Funds allocation of $120,000 in fiscal year 2008-09 to fund the grants to eligible entities to provide marine training and education to students enrolled in public schools, career and technical education programs, private secondary schools and public or private postsecondary education programs in the State.
The related General Fund revenue decrease is estimated to be $113,760 in fiscal year 2008-09.  In addition, Maine Revenue Services will require additional General Fund appropriations for the administrative costs associated with this change.  The exact amount required can not be determined at this time.
