the House concurring, that the Joint Rules of the 122nd Maine Legislature shall be the Joint Rules of the 123rd Maine Legislature, except for the following change.

The Joint Rules are amended by adding after Joint Rule 408 the following:

Rule 409. Two-thirds Vote Required.

Legislation requires a 2/3 vote of those present in each chamber if the measure:

1. Spending limits. Violates a system of spending limits in effect at the time the present Legislature is first convened;

2. Unfunded liability. Creates an unfunded liability for any retirement benefit; or

3. Tax-supported obligation. Creates through the Maine Governmental Facilities Authority or by any similar means a tax-supported obligation that depends on revenue to be raised by a future Legislature.’
