Amend the amendment by striking out all of section 11 (page 3, lines 22 to 34 in amendment) and inserting the following:

Sec. 11. Contingent effective date. This Act does not take effect until the United States Congress takes action, through legislation enacted into law, to determine what specific documents constitute valid documentary evidence in order to establish the legal presence of noncitizen applicants for purposes of obtaining a driver's license or nondriver identification card. The Secretary of State shall provide notice to the Secretary of the Senate, the Clerk of the House and the Revisor of Statutes when this contingency has been met.’

This amendment places a contingent effective date on the bill to delay the implementation until the United States Congress enacts into law what documentation constitutes valid documentary evidence for purposes of establishing the legal presence of noncitizen applicants for a driver's license or identification card.
