‘Resolve, Directing the Gambling Control Board To Adopt Rules Providing for a Contract To Operate a Casino in Maine’

Amend the bill by striking out everything after the title and before the summary and inserting the following:

Sec. 1. Gambling Control Board to adopt rules providing for a contract to operate a casino in Maine. Resolved: That the Department of Public Safety, Gambling Control Board shall adopt rules to provide for a state contract with a private entity to operate a casino in Maine. The rules must include the minimum requirements for a bid subject to the competitive bid process prescribed by the Maine Revised Statutes, Title 5, chapter 155, including, but not limited to, a profit-sharing agreement with the State to benefit the General Fund. Rules adopted pursuant to this section are major substantive rules as defined in the Title 5, chapter 375, subchapter 2-A; and be it further

Sec. 2. Gambling Control Board to propose recommended legislation. Resolved: That the Department of Public Safety, Gambling Control Board shall propose to the Joint Standing Committee on Legal and Veterans Affairs a statutory framework for licensing and oversight of casino gambling, including, but not limited to, slot machines, card games and other casino-style games of chance. The joint standing committee may submit legislation to the Second Regular Session of the 123rd Legislature.’

This amendment creates a resolve that replaces the bill.
