Amend the House Order by striking out all of House Rule 108 and inserting the following:

Rule 108. Communication restricted. A registered lobbyist may not initiate or engage in communication, including communication by electronic or digital means, with any member in the House chamber while the House is in session or in Joint Session, except that a registered lobbyist may send a written note to a member through the House chamber staff requesting that the member meet with the registered lobbyist outside the chamber.

Occupants of the House gallery shall turn off all electronic and digital communication devices, including personal computers, during any House session or Joint Session of the Legislature.

Members of the House shall silence or turn off all electronic and digital personal communication devices during any session of the House or Joint Session of the Legislature.

This amendment replaces the rule with a rule that provides that a registered lobbyist may not initiate or engage in communication, including communication by electronic or digital means, with any member in the House chamber while the House is in session or in Joint Session, except that a registered lobbyist may send a written note to a member through the House chamber staff requesting that the member meet with the registered lobbyist outside the chamber.

It also requires that occupants of the House gallery turn off all electronic and digital communication devices, including personal computers, during any House session or Joint Session of the Legislature.

It further requires that members of the House silence or turn off all electronic and digital personal communication devices during any session of the House or Joint Session of the Legislature.
