The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November. If the number or size of the
referendum questions increases the ballot length, an additional appropriation
of $8,000 or more may be required. A
special election would require an additional appropriation of $121,392. |

This
bill includes a General Fund appropriation of $3,000,000 in fiscal year
2005-06 to the Department of Defense, Veterans and Emergency Management to
fund the establishment of the
Homeland Security Relief Fund. The
department will need initial Other Special Revenue Funds allocations of
$3,000,000 and $500 in fiscal years 2005-06 and 2006-07, respectively, to
allow spending from the Homeland Security Relief Fund. This assumes the intent is to establish
the fund as an Other Special Revenue Funds account. |

|
In
addition, the bill specifies that available funds from the General Fund shall
be transferred to the Homeland Security Relief Fund until a total of
$5,000,000 is attained; the amounts will depend on funds available at the end
of each fiscal year and can not be determined at this time. The bill also authorizes the acceptance of
other revenues for deposit into the Homeland Security Relief Fund; the
amounts will depend on the degree of success by the department in soliciting
other funds. |
