Emergency preamble. Whereas, Acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, the Town of Orrington derives a large portion of its
tax valuation from the presence of HoltraChem Manufacturing
Company, L.L.C.; and

 
Whereas, the HoltraChem Manufacturing facility in Orrington
closed in November 2000; and

 
Whereas, unless immediate action is taken to account for this
decrease in valuation, the Town of Orrington will suffer the loss
of significant revenues based on the closing of the HoltraChem
Manufacturing facility; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. State valuation for Town of Orrington. Resolved: That,
notwithstanding any applicable filing deadlines, the Town of
Orrington may request a reduction in its state valuation under
the Maine Revised Statutes, Title 36, section 208-A for the year
2001 based on the reduction in value of HoltraChem Manufacturing
Company, L.L.C. without meeting the requirements set forth in
Title 36, section 208-A, subsection 2, paragraphs A and C.

 
Emergency clause. In view of the emergency cited in the preamble,
this resolve takes effect when approved.

 
SUMMARY

 
This bill authorizes the Town of Orrington to seek an
adjustment of its state valuation for the year 2001 without
meeting the requirements under the provisions of current law.
