JOINT RESOLUTION RECOGNIZING MARCH 2019 AS BLEEDING DISORDERS AWARENESS MONTH
WHEREAS, bleeding disorders, which are distinguished by the inability to form a proper blood clot, are characterized by extended bleeding after injury, surgery, trauma or menstruation and can lead to significant morbidity and can be fatal if not treated effectively; and
WHEREAS, many individuals with hemophilia became infected with HIV and hepatitis C in the 1980s due to the contamination of the blood supply and blood products; and
WHEREAS, Bleeding Disorders Awareness Month will generate greater awareness and understanding of not only hemophilia but all inheritable bleeding disorders, including von Willebrand disease, which alone affects an estimated one percent of the U.S. population, or more than 3.2 million individuals; and
WHEREAS, Bleeding Disorders Awareness Month will foster a greater sense of community and shared purpose among all individuals with inheritable bleeding disorders; and
WHEREAS, Bleeding Disorders Awareness Month will elevate awareness of and engagement in the inheritable bleeding disorders journey for the general public, enabling the prevention of illness, unnecessary procedures and disability; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize March 2019 as Bleeding Disorders Awareness Month.

JOINT RESOLUTION RECOGNIZING THE MAINE STATE HOUSING AUTHORITY ON ITS 50TH ANNIVERSARY
WHEREAS, the Maine State Housing Authority, also known as MaineHousing, was established as a quasi-public housing agency charged with expanding affordable housing opportunities for the State's low-income and moderate-income families and individuals;and
WHEREAS, MaineHousing has been helping Maine people own, rent, repair and heat their homes since 1969; and
WHEREAS, MaineHousing has financed 54,851 first-time homebuyer mortgages and 323 affordable apartment projects with a total of 10,697 units; and
WHEREAS, MaineHousing has helped 23,038 low-income families and seniors afford their rents, weatherized 15,292 homes, served an average of over 42,000 households a year with fuel assistance benefits, helped shelter the homeless and provided needed repairs to many thousands of homes, addressing problems of radon, arsenic, accessibility, lead paint and general disrepair; and
WHEREAS, through prudent investment, MaineHousing has grown to become a $1.8 billion public purpose financial institution with its bonds rated AA+, thanks to the support of a wide network of partners including Maine's financial institutions, real estate agents, community action agencies, local homeless shelters, developers, apartment owners and managers, landlords and federal and state political leaders; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to commemorate the 50th anniversary of the Maine State Housing Authority and its record of success in service to the people of Maine; and be it further

WHEREAS, effective child abuse and neglect prevention programs succeed because of partnerships created among social service agencies, schools, religious organizations, businesses and law enforcement agencies; and
WHEREAS, youth-serving prevention programs offer positive alternatives for young people and encourage them to develop strong ties to their communities; and
WHEREAS, all citizens should become more aware of child abuse and neglect and its prevention and become involved in the raising of children in a safe, nurturing environment; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize April 2019 as Child Abuse and Neglect Prevention Month, to recognize that we all have a role to play in healthy child development and a duty to help others recognize that role and to celebrate the positive things our communities do to promote healthy child development and help prevent child abuse and neglect; and be it further

My struggle with ongoing health issues prevents me from serving as a State Representative moving forward, and I wish for only the best representation for the great people of House District 45.
Serving as a State Representative has been one of the great honors of my life, and I will always be grateful to my friends and colleagues in the Legislature and especially the people in Cumberland and Gray for placing their confidence in me and offering me nothing but best wishes in good times and bad.
It has truly been an honor to represent the people of Cumberland and Gray and to serve in the Maine House of Representatives.

In Memory of: (5-16) Donna Marie Haynes Caverly, of Clinton. Mrs. Caverly grew up in Tully Valley in New York on the Haynes Ayrshire farm, spending many summers traveling with her family and their prizewinning herd of Ayrshires. She married Edgar Caverly in 1985 and moved to Caverly Farms in Clinton. She worked for JC Penny at the Cortland, New York and Waterville stores, working her way up to a supervisory role before becoming a stay-at-home mother for her children. She later became a substitute teacher in School Administrative District 49 and in 2006 joined the staff at Clinton Elementary as an education technician, where she lead a reading program for 12 years. She was a very active volunteer for many organizations, including the Lawrence High School Band Boosters, for which she served as treasurer for several years. Mrs. Caverly will be long remembered and sadly missed by her family and friends and all those whose lives she touched;
