Saufley, Chief Justice of the Maine Supreme Judicial Court and inform her that a quorum of the members of the House of Representatives-Elect have assembled in the Hall of the House of Representatives and request her attendance to administer to them the oaths required by the Constitution to qualify them to enter upon the discharge of their official duties.

On behalf of the Task Force on Health Care Coverage for All of Maine, we are writing to recommend that the 129th Legislature identify one joint standing committee to centralize oversight of health care reform efforts and that that committee consider any proposed legislation related to cost containment, to access and affordability of health care coverage and to the structure of the health care system.
The task force recognizes that understanding Maine's complex health care system and issues related to the structure of that system and to health care affordability and access and developing proposals for health care reform will take a sustained effort over many years. While the work of the current task force is significant, the existence of any task force or other study committee is limited to two years and dissolves at the end of each legislative biennium. The task force believes that the sustained effort of one joint standing committee of the Legislature with the capacity to provide ongoing oversight of health care reform efforts is needed.
The task force believes this proposal would unify the consideration of legislative proposals related to the structure of the health care system and to health care access and affordability within a single committee that has the time and capacity to focus on our health care system in its entirety. The task force believes that this committee should also be responsible for continuing to study and monitor the innovations being introduced in other states and for working on a model for larger scale health care reform proposals. In our report, the task force also recommends that the 129th Legislature reestablish the task force and we anticipate that, if the task force does continue, it would work closely with the committee.

On behalf of the legislative members of the Task Force on Health Care Coverage for All of Maine, we are writing to recommend that the Joint Standing Committee on Insurance and Financial Service be renamed the Health Care, Insurance and Financial Services Committee in the 129th Legislature and that the jurisdiction of the committee be expanded to oversee health care reform efforts and to consider proposed legislation related to cost containment, to access and affordability of health care coverage and to the structure of the health care system.
The task force believes that the sustained effort of one joint standing committee of the Legislature with the capacity to provide ongoing oversight of health care reform efforts is needed. The task force believes this proposal would unify the consideration of legislative proposals related to the structure of the health care system and to health care access and affordability within a single committee that has the time and capacity to focus on our health care system in its entirety.
While the members of the task force who are not legislators did not want to recommend which legislative committee should take on this role, the legislative members of the task force do recommend that you expand the jurisdiction of the Joint Standing on Insurance and Financial Services (IFS) so that committee can oversee health care reform efforts and consider proposed legislation related to cost containment, to access and affordability of health care coverage and to the structure of the health care system. We also recommend that IFS coordinate efforts related to its expanded role with the Joint Standing Committee on Health and Human Services so that public spending through the MaineCare program is part of the broader conversation about health reform as well.

WHEREAS, President George Herbert Walker Bush, the 41st President of the United States, worked throughout his life serving freedom and advancing the public good through service in the military, in Congress and in the White House; and
WHEREAS, President Bush enlisted in the United States Naval Reserve in 1942 on his 18th birthday, as soon as possible after the attack on Pearl Harbor in December 1941, becoming one of the youngest naval aviators, and was assigned to Torpedo Squadron VT‑51 in September 1943, with which he participated in operations against Marcus and Wake Islands and in the Marianas; and
WHEREAS, President Bush was first elected to the House of Representatives in 1966 and was appointed Ambassador to the United Nations in 1971; and
WHEREAS, President Bush also served as Chairman of the Republican National Committee, Chief of the Liaison Office in China and Director of Central Intelligence; and
WHEREAS, President Bush was chosen as President Ronald Reagan's running mate in 1980 and served as Vice President for 2 terms, heading task forces on deregulation and the war on drugs;and
WHEREAS, in 1988 President Bush ran a successful campaign to become the first incumbent Vice President in 152 years to be elected President; and
WHEREAS, during his term in office President Bush consistently and vigorously demonstrated the values of courage, duty, honor and compassion that define our nation and his life, encouraging Americans to be a "thousand points of light" through service to others; and
WHEREAS, President Bush while in office oversaw military operations in Panama and the Persian Gulf, guided the nation through the fall of the Berlin Wall and the dissolution of the Soviet Union and signed the North American Free Trade Agreement and the Americans with Disabilities Act of 1990; and
WHEREAS, President Bush and his family were longtime summer residents at the family compound on Walker's Point in Kennebunkport, Maine, and the Anchor to Windward monument was placed on Ocean Avenue by the town in appreciation of the Bush family's generosity and charitable local efforts; now, therefore, be it
RESOLVED: That We, the Members of the One Hundred and Twenty-ninth Legislature now assembled in the First Regular Session, on behalf of the people we represent, take this opportunity to recognize President George Herbert Walker Bush's lifetime commitment to public service and to send our condolences to his family upon his passing; and be it further
RESOLVED: That suitable copies of this resolution, duly authenticated by the Secretary of State, be transmitted to the family of the late George Herbert Walker Bush.
